Mr. Dugan is a Managing Director at The Craddock Group. Based in Charlotte, NC, he is responsible for program management and project delivery for multiple teams, advising the Department of Veterans Affairs (VA) on its capital planning and budget initiatives. He has extensive experience in health care planning, data analysis, and real property alignment strategies. Mr. Dugan regularly works with VA field and Central Office staff to develop capital initiative business cases, identify and evaluate alternatives, and develop portfolio management strategies. Since 2012, he has supported VA’s Strategic Capital Investment Planning (SCIP) and major project budget prospectus development initiatives. He has also been involved in VA’s market assessment efforts since 2016. In addition, he played a key role in developing VA’s Lease Budget Model, Lease Scoring Template, Capital Portfolio Performance Monitoring dashboards, and the market assessments’ initial Cost Range Model.
